General Description:
This position plays a critical role in shaping BeOne Medicines’ future business growth and market position in Korea by leading the development and execution of effective access policy strategies, and by designing the company’s strategic agenda within the evolving healthcare policy environment. The role is responsible for proactively influencing the political, economic, and regulatory landscape, addressing emerging policy issues, and building strong relationships with key external stakeholder (ex. national assembly, government officials, pharmaceutical trade associations) to ensure sustainable patient access to innovation and secure a competitive advantage for the company’s portfolio.
As a key member of the Korea Leadership Team, this individual serves as the primary architect of the company’s market‑shaping strategy — driving changes in the external environment rather than simply navigating existing rules.
Essential Functions of the job:
Strategic policy leadership:
Develop and lead the long-term Access Policy Vision, ensuring it is integrated into the broader commercial and corporate strategy.
Anticipate shifts in the healthcare ecosystem (e.g., healthcare reform, drug pricing policies) and develop pre-emptive strategies to mitigate risks or capitalize on opportunities.
Cultivate and sustain strategic relationships with key decision makers and policy influencers (ex. national assembly) to shape the external environment.
Drive alignment across internal stakeholders to ensure a unified and coordinated approach to all policy‑shaping efforts
Navigate complex regulatory and policy landscapes to secure sustainable competitive advantages for the company’s portfolio.
Oversee the integration of policy initiatives across therapeutic areas and business units, ensuring consistency and strategic coherence.
Lead enterprise-level advocacy strategies that address current access barriers while positioning the organization for future opportunities.
External Advocacy & Environment Shaping:
Represent the company at the highest levels with external stakeholders to influence policy-making processes.
Lead industry-wide initiatives by holding leadership positions within pharmaceutical trade associations.
Foster strategic alliances with external experts to build a credible "voice" for policy change.
Partner with Corporate Affairs to safeguard and enhance the company’s reputation, ensuring policy narratives are effectively communicated across medical, public, and media channels.
Internal Leadership & Advisory:
Act as a strategic advisor to the General Manager and the Leadership Team on political trends and access barriers.
Collaborate cross-functionally with Market Access, Medical and Commercial teams to ensure that clinical and economic evidence is translated into compelling policy arguments.
Liaise with Global/Regional Policy officers to align local initiatives with global corporate positions and share local best practices.
Qualification Required:
Education Required:
Bachelor’s degree. Degrees in public policy, pharmacy, or health science related field are preferred.
Competencies:
10-15 years of experience in Market Access, Government Affairs or Public Policy within the pharmaceutical or relevant healthcare industry experience.
Proven track record of successfully influencing healthcare policy or reimbursement frameworks at a national level.
Experience operating within a senior leadership or executive committee environment.
Strategic Agility to synthesize complex political dots and create a clear path forward.
Exceptional persuasion and negotiation skills, with the ability to maintain diplomacy in sensitive political environments.
Excellent interpersonal, oral and written communication skills.
Adherence to uncompromising ethical standards in dealing with government officials and external stakeholders.
Computer Skills: Proficient in Microsoft Office applications (especially Excel modeling), ERP (SAP preferred).
