The Learning Design, Development & Operations Lead serves as the operational engine and design authority of the global Pharma Technical (PT) Learning Hub. Positioned at the intersection of instructional innovation and operational excellence, this role holds end-to-end accountability for translating business capability needs into modern, high-impact learning solutions—and ensuring those solutions are delivered seamlessly across the global manufacturing network.

You will lead a dual-pillar team comprising Design & Development Experts (focused on solution design, Learning 4.0 methodologies, and competency frameworks) and Learning Operations Specialists (focused on intake triage, program execution, digital asset management, and operational reporting). By establishing rigorous standards for instructional quality, operational throughput, and content lifecycle management, you ensure that PT moves away from passive "Read & Understand" compliance habits toward scalable, performance-driving Competency-Based Learning (CBL).

The Opportunity

• Provide strategic direction, line management, and coaching across two distinct functional areas: Learning Architecture/Design and Learning Operations.
• Build and maintain the global intake triage, prioritization, and resource allocation model to effectively balance incoming business demand with team bandwidth.
• Establish, track, and optimize operational Service Level Agreements (SLAs), turnaround times, and quality standards across all publishing and program delivery pipelines.
• Serve as the design authority setting standards for modern adult learning methodologies, including Competency-Based Learning (CBL), micro-credentials, experiential on-the-job training (OJT), and performance support.
• Partner with business stakeholders to execute strategic campaigns that convert legacy, text-heavy training materials into modern, interactive learning assets while maintaining regulatory compliance.
• Direct the operational lifecycle of existing learning programs, conducting routine audits to update or sunset content in alignment with standard operating procedures.
• Manage relationships with external instructional design agencies, media vendors, and contractors to dynamically scale production capacity while maintaining budget discipline.
• Establish evaluation mechanisms beyond completion metrics to track learner engagement, competency acquisition, and overall training effectiveness.

Who You Are

• You bring 8+ years of leadership experience in enterprise learning design, learning operations, or organizational capability development within a highly regulated environment.
• You hold deep expertise in pharmaceutical technical operations, quality systems, regulatory compliance requirements, and manufacturing site realities.
• You possess a balanced expertise in modern instructional pedagogy alongside practical workflow, intake, and operational lifecycle management.
• You demonstrate strong systems thinking with a proven track record of establishing SLAs, managing complex project portfolios, and optimizing business processes.
• You are an inspiring leader who excels at coaching multidisciplinary teams, guiding stakeholders through change, and using data to drive continuous improvement.

The expected salary range for this position based on the primary location of Mississauga is 148,568.00 and 194,995.50 of hiring range. Actual pay will be determined based on experience, qualifications, and other job-related factors as determined by the company.
