Job Description:
Positioned within the CDIO Office the Cost and Value Management Analyst role is accountable for end‑to‑end financial governance and operating cost management for Global Digital & IT (GDIT), ensuring disciplined financial control, transparency, and value realization across day‑to‑day and forward‑looking IT spend. The role applies standardized financial frameworks, SOPs, tools, and master data models, while actively promoting a FinOps culture through automation, simplification, and data‑driven decision‑making in close alignment with Finance, Procurement, and GDIT leadership.
The role oversees run‑cost data, its optimization, budget execution, purchase and invoice lifecycle management, accruals (CCA/FNP), and monthly/yearly financial closings, ensuring accuracy, compliance, and timely reporting. It delivers high‑quality financial insights via dashboards and performance materials to support operational and strategic decisions, identify optimization opportunities, manage financial risks, and maximize ROI. Acting as the single point of contact for IT audits, the role governs audit findings and CAPAs, ensuring effective remediation and a strong IT control environment.

Financial Governance for Global Digital & IT
Day‑to‑Day Operating Costs Management
· Cost optimization & value realization: Actively monitor and optimize day‑to‑day IT operating spend across infrastructure, cloud, network, and application domains. Analyse run‑cost drivers to identify underutilized resources, inefficiencies, and opportunities for optimization or cost avoidance, ensuring spend remains aligned with delivered value.
· Budget execution & purchase lifecycle management: Partner with GDIT leadership, budget holders, and Finance to ensure timely renewal of recurring and one‑off run costs, and the accurate creation, validation, and approval of purchase orders. Provide high‑quality input to forecasting and budgeting cycles in close collaboration with the Financial Controller. Define, enforce, and monitor tagging and allocation policies—particularly for cloud expenditure—to ensure accurate cost attribution.
· Invoice variance & disputes management: Investigate invoice discrepancies, cost anomalies, and variances between forecast, actuals, and vendor billing. Coordinate with internal stakeholders, suppliers, procurement, and accounting teams to resolve issues, follow up on unpaid invoices, and provide clear status updates and root‑cause analysis.
Forward‑Looking Operating Costs Management
· Enable data‑driven financial decision‑making by maintaining advanced financial dashboards and reporting capabilities. Provide clear, actionable insights to leadership on spending trends, cost drivers, return on investment (ROI), and emerging financial risks, supporting both strategic planning and proactive operational cost management.
· Partner closely with Procurement and GDIT stakeholders to drive cost‑effective sourcing strategies, ensure contract compliance, and identify optimization opportunities throughout the vendor lifecycle. Contribute financial insights to contract negotiations, renewals, and demand management to maximize value, mitigate financial risks, and support sustainable cost structures.
GDIT Audit SPOC and CAPA Oversight
· Act as the single point of contact between GDIT and internal or external auditors, ensuring clear coordination and timely communication throughout IT audit activities.
· Document and govern all Corrective and Preventive Actions (CAPAs) arising from IT audit findings, ensuring clear ownership, stakeholder commitment, and agreed remediation actions and timelines.
· Monitor and follow up on CAPA execution, proactively identifying delays or risks and escalating issues to line management to support effective remediation and a strong IT control environment.
Contract lifecycle management oversight
· Ensures compliance with contract governance policies by guaranteeing that all executed agreements are properly recorded and maintained in the designated repository.
· Proactively manages contract lifecycle milestones, identifying and tracking key dates (e.g., renewals, notice periods, obligations) and aligning required actions with contract owners.
· Monitors execution of lifecycle activities, ensuring timely completion of agreed actions and maintaining visibility on contract status.
· Escalates risks and potential impacts to leadership when key milestones or obligations are at risk of being missed, supporting timely mitigation and decision-making.
